Thanks for the post. Being able to charge your Apple Watch is very important, and I'm happy to see how I can assist. It sounds like your Apple Watch is on Power Reserve.
It sounds possible that your device is in Power Reserve because it's not charging as expected. This has more information: Check your battery and charge your Apple Watch
"When your battery drops to 10 percent, your Apple Watch alerts you and asks if you want to use Power Reserve. When the battery gets too low, your watch automatically enters Power Reserve, and appears next to the time."
If you've been unable to toggle Power Reserve off using the steps in the link above, I suggest giving this resource a look to see if it helps you to resolve the charging issue: If your Apple Watch won't charge or it won't turn on
