App Store issue

WHY DOES IT SAY " YOUR ACCOUNT HAD BEEN DISABLED IN THE APP STORE AND ITUNES"? I TRY DOWNLOADING APPS AND TELLS ME THAT. I AM SIGNED IN . ALSO I NEVER HAD TO PAY FOR DOWNLOADING APPS SO IM SURE THATS NOT THE REASON . RECENTLY WAS CHARGED FROM ITUNES AND I CANCELED MY SUBSCRIPTION BACK AND JANUARY AND WAS CHARGED $9.99 RECENTLY AND HAD MY BANK HANDLE IT AND THEN I SEE I NO LONGER CAN EVEN USE APP STORE . LIKE WHAT IS THIS . I NEVER HAD ANYTHING LIKE THIS HAPPEN TO ME BEFORE . SUPER ANNOYED ! HELP!

Contact Apple Support for help.

If you see a message that says "Your account has been disabled in the App Store and iTunes," there might be a problem with the payment method that you have on file.

When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help.
