Looks like Assistive Touch.
Go to Settings -> Accessibility -> Touch -> Assistive Touch and make sure it is off (or just search for AssistiveTouch in settings).
restarted the iPad?
Itâs not, if you look to the right you can see the actual assistive touch above the yellow part of the wall paper
Try changing your wallpaper.
