"Profile installation failed" issue on enrolling Devices on macOS Server

So i am having a issue regarding on certificates when enrolling Mac devices on my MACOS Server. It says that "profile installation failed" when i enrolling the device. but my mac where my macos server was hosted was successfully enrolled, but when i try to enroll other devices it fails. what would be the problem?

iMac 21.5", macOS 10.15

What certificates your server has?

I'm not a great expert in certificates thing, but I made working server with these ones onboard:

legal trust certificate from vendor
profile manager generated certificate
local hostname - self-signed - SSL server
domain name - sertificate list - SSL Server
local hostname - self-signed - code signing
domain name - sertificate list - code signing

Also the last certificate is used in Profile Manager settings (Sign configuration profiles)

Try to install Trust Profile first (My Devices)
