I can login to my banking site but when I go to bill pay it says cookies are blocked. I googled it but nothing seems to unblock it. The bank said there's nothing they can do on their end. Anyone else have this issue and how can I fix it?

Try going to Safari/Preferences/Privacy and uncheck Prevent cross-site tracking, then quit/reopen Safari and test.
Others are seeing the same thing. It seems to be a bug in the newest Safari 13 version.

Clear your Temporary Internet Files in Safe Mode:
First, Boot into Safe Mode and then Clear your Temporary Internet Files of Safari:
Thank you. I used a combination of both Eric Roots and The Littles responses to my issue and it worked. I restarted my computer after every change I made. The disabling of the “prevent cross-site tracking” was the final step I took. After that my bill pay worked. Thanks again.
