Background apps constantly crashing still in 13.4.1

Starting a few iOS updates ago, and continuing now in 13.4.1, nearly every app I have completely loses it’s state (“crashes”) when it is moved to background. Even if I briefly change from, say, UberEats to my text messaging app... UberEats will lose my entire state / shopping cart, etc.. Safari will lose page state and reload pages with previous state lost. Not specific to one app, impacts all apps! What the heck! The number of major bugs I’ve seen in my iPhones over the years only ever seems to get worse, and none of them ever get fixed!
