Help Me - iPad update issues

My iPad can't find new updates and says that it's completely up to date (at version 12.4.6) when I know that there has been a new update recently. I have tried restarting my iPad, not sure what the problem is.

iPad Air, iOS 12

If you have an iPad Air, you can only update to ios12.

You can't update to iOS 13 with an iPad Air

Your iPad is as up to date as it can be
