If documents are downloading but not uploading from your iPad, first see if restarting the iPad helps, and checking to make sure that you have the latest iOS or iPadOS as well. If the issue persists, sign out and back into iCloud next:
Restart your iPhone
Update your iPhone, iPad, or iPod touch
Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, or Mac
For the issue with Pages, it sounds like your page might be right-aligned. To change it, see the following resources (one for iPad, one for iPhone):
