Photos were removed from iPhone

Some days ago I recieved a warning that there is not enough space on my iCloud account. I decided to delete photos from iCloud. After photos were deleted in iCloud Storage they also were removed on my iPhone and now they are placed in section "Recently deleted'. I have enough free space on device (about 80 Gb), photos should not be deleted.

Why did that happen?

How can I delete photos from iCloud in such way that they would stay on my iPhone?

iPhone 11, iOS 13

If there was short of iCloud storage space , you deleted photos from iCloud htthttps://support.apple.com/en-in/guide/iphone/iph961b96c4d/ios and they were moved to recently deleted folder in iPhone as the photo application was turned as on https://support.apple.com/en-in/guide/iphone/iph961b96c4d/ios and synced with iCloud server .

Did you miss this part in the link?

How it works

iCloud Photos automatically keeps every photo and video you take in iCloud, so you can access your library from any device, anytime you want. Any changes you make to your collection on one device change on your other devices too. Your photos and videos are organized into Years, Months, Days, and All Photos. And all of your Memories and People are updated everywhere. That way you can quickly find the moment, family member, or friend you're looking for.

Your collection uploads to iCloud each time your device connects to Wi-Fi and your battery is charged. When you have iOS 11 or later, your library can update over cellular too. Depending on your Internet speed, the time it takes for you to see your photos and videos on all of your devices and iCloud.com might vary.

Hi once again,

You are describing the main functionality of icloud photos. But I am asking how I can delete photo from icloud in such way that it will stay on my iphone (iphone 11, ios 13)?

By the way the deleted photos are available on my ipad 3 with ios 10.3. So it seems that there is some settings on device.

What is the sense to buy iphone 11 with 128 Gb if I couldn’t keep my photos on it?
