I have an audio that plays in .mp4 format that I would like to convert to an .mp3 format. I opened it in iTunes and went to the convert dropdown in files and chose "create an .mp3 version" but it converts to a .m4a. I am using an iMac running Mojave.

The "Create" command does not change the original file. It creates a new version in the indicated format. Do you see a new MP3 in your library?

Welcome to the Apple Support Communities. I understand you want to covert an .mp4 file into an .mp3. I'll do what I can to help.
.mp4 is a video format and might have difficulty translating directly to .mp3. The best thing to do is try converting an audio file to .mp3 to make sure the conversion in iTunes is working as intended.
If it isn't, try restarting the Mac and try the conversion again. You can also try starting in safe mode to do the conversion: How to use safe mode on your Mac
