MacOS Catalina Web Server //localhost/~shortname DENIED 403

Brand new clean (re-)install of Catalina. Followed instructions here:

https://discussions.apple.com/docs/DOC-250001766 (BTW - an EXCELLENT how-to!!!)

to the letter. Three times.

//localhost/ Produces "It Works" as expected

..localhost/~myownshortname yields an ugly 403 error - Access Denied.

File permissions (via Finder) on the /Sites and the ~/Sites directories are identical

I don't want to move ahead with MYSQLI config until I can reliably access that folder.

Grateful for suggestions!

Thank you! I discovered 2 files in /etc/apache2/users/ shortname - 1 .conf and 1 .rtf. Mia culpa. I used textEdit and saved it. So, I found that the .conf file had no shortname. Deleted everything in that folder and recreated shortname.conf and all is well. Thanks very much!
