Can I buy an Apple watch Series 5 GPS+Cellular here in the United States and use it in Austria?
Is the Cellular part of the watch going to work with an Austrian carrier or is only the GPS going to work?

The North American Apple Watch only talks to cellular carriers in Canada, U.S., Mexico and Puerto Rico.
An Apple Watch purchased in the U.S. will not talk to cellular networks in other parts of the world.
To save on size, and power requirements, Apple uses a regional radio chip. Keep in mind you do not have a very large battery to power chips that can do everything.
