Should Mac Pro 2019 7,1 fans run while sleeping? Does it breathe?

I just bought a Mac Pro 2019 7,1 and have it connected to two LG displays via USB-C to Display Port, my mouse and keyboard and I also have an iLok on the internal USB-A port. My music interface and midi keyboard are powered off but connected via USB-A and a Thunderbolt 2 to 3 adapter.

When I put it to sleep the monitors turn off but I notice when I come back a couple hours later the computer the fans are still spinning (displays are still off). I assumed they didn't stop right away when it went to sleep because maybe it was finishing cooling things. But should they run all the time? Also should the power indicator breathe on the top of the machine while asleep like on the MacBook? I have the Energy Saver settings on Default.

Ok one more update I reset the SMC of the Mac Pro using these instructions and peering inside the machine I could see that the light on the iLok turned off and the fans stopped after doing this when putting the computer to sleep. Will keep monitoring but seems like the fix.
