Can't add new payment method !

I can't add any new payment methods it shows error "Please contact apple support for more information".
What's wrong?

I was having this problem too on my IPhoneX.
In my case I was using a VPN while searching for succulents for sale, as I was browsing from another country.
Try disabling any VPN or proxies if you're using any.
