iCloud Drive is a folder on your local disk drive where files are kept before being transferred to cloud storage. The 35GBs is either the remaining storage space in iCloud or the remaining space on your disk drive.

The iCloud Drive's capacity should be limited by space available in your iCloud storage space. If you open a Finder window on your iCloud Drive you should see the free space in the Finder window's Status bar. That's what mine shows.
Any idea how to increase the capacity of iCloud Drive? As I’m full in this folder - whereas I have over 1.5 TB of free capacity on my iCloud account..
