"Your payment method cant be used with itunes store, please try a different method"

the error above pop up when I try to re enter my debit card. When I try to link with paypal it says my card was declined as well. One thing I also notice that even though all my subscriptions got canceled, chrunchyroll subscription ( an anime streaming service) is still able to get monthly transaction from me. It is only one month now so I dont know how its gonna take the next month payment, its website says that it is still using itunes as the place it take the money from. I need help.
