Still Catalina will not download on a Mojave installed machine except from the App Store.

Do not use the support website to download the updates. There is a difference between updates, and upgrades.

Updates you can apply through support and the Apple menu.

Upgrades you must apply from the App Store.

Updating the phone is a different story than the computer. You either connect to your Mac and update through ITunes, or Catalina's Phone icon, or you update while on a secure WiFi (WPA2 connection at home directly via the Settings App).

Before updating the phone, either backup your data to iCloud, Google Docs, or Microsoft OneDrive or a computer (a Mac will capture the photos via Image Capture application, and Photos application in Windows will allow you to capture photos on Windows). Make sure if you do have a computer to link to your phone, that your version of iTunes is compatible with the update first. This may require upgrading your computer's operating system, or getting newer computer to run the newer operating system.

Catalina updates will not install on El Capitan. You need to install Catalina from the App Store first before they can be used.

Backup your data and make sure all your applications are 64 bit before installing.
