New Iphone Purchase

If I purchase an iPhone 11, does it come with a SIM Card that is unlocked? (Can I use it with AT&T service?) I currently have an iPhone 7, will I be able to switch my phone number to the iPhone 11 through Apple Service?

If you buy it directly from Apple Online Store or from a physical Apple Store (when they reopen), you buy an unlocked iPhone.

No problem about switching your AT&T phone number to the new device. Apple is not involved in that kind of things.

Do you want an unlocked phone, or do you want a phone with AT&T? If you want an unlocked phone, it will not come with a SIM, but you must specify that you want an unlocked device. Then you can use the SIM from your iPhone 7. You will not need Apple to do that.
