I accidentally deleted my Apple Alarms app on my Apple Watch series 3, I tried going into the App Store on both the watch and my phone but I can’t find it. I also reset my home screen layout but that didn’t bring it back either. Please help me!

You should not have been able to delete that app.
The first (and simplest) thing to try if something isn’t working right is to restart your Apple Watch and its paired iPhone. If necessary (device not responding), try a forced restart. Both methods can be found here:

The next steps would be to unpair and pair your watch again and restore from the backup:
