disabled in itunes

when I try and get apps my phone just comes up with a message saying its disabled in apple and itunes. tried many different ways to enable it but still comes up the same

According to: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

"When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help."
