Mac Air with OS Catalina 10.15.x, and a brand new Seagate Ultra Touch 2TB drive, after erase with Mac OS Extended (journaled) using Disk Utility, the operation is successful with Done but Message showing disk could not mount...
As such, I cannot do anything like Time Machine backup... any help could be appreciated!

Try APFS for the File System Format:
Using 10.14 MacOSX Mojave? Try formatting this with APFS, seeing if that makes all the difference.

Followed your suggestion:
>> on Disk Utility-> select the external disk (Seagate Ultra Touch) -> First Aid, then run.
>> run finished with message still not able to mount disk on the info box
>> use Erase to format the disk with Mac OS Extended (Journaled)

Followed all the suggested ways of fixing the issue, still not work....
is it because the new OS won’t support the Seagate Hard disk? I have even tried using a Buffalo new external hard disk, the behavior is exactly the same!
any suggestion to solve this issue?
Likely another 'new' disk may suffice; and also a spare too.
I've more than two spares; for backup Time Machines.
Also a few better external drives, for use with Clones.
I want to the external disk for Time Machine on my Mac... and APFS doesn’t support Time Machine...
