iPad iMessage send photo not working

I have a 2018 iPad Pro. Using iOS 13.4.1

When I try to send a photo (Photos icon, choose photo, “Use” option) the photo will not send. I’m texting another Apple device. If I send the photo using my iPhone, it appears on the iPad text thread. Would be nice if it worked. The software leads me to believe that the process worked, in that there’s no error message. Any info appreciated.
