i have no working phone
i recently put my iphone through the washing machine and have no working phone. how can i contact apple support without calling them?

i tried this and it either brought me to a page where i could fill out a request form, but ultimately brought me to having to call in to apple.
the other option it gave me when i would try this was a 403 Forbidden page.

i assumed that it was destroyed by it, but that doesnt help with finding a way to contact apple! do you happen to know the answer to my original question? my issue is with contacting apple without a phone, not about them fixing the phone!
on another note, the phone does turn on, and previously i could see the screen, but now i cannot. it still vibrates when pressing the home button and charges.
could this mean i could get my files recovered? or is it still completely ruined?
The only way you will be able to get your files recovered is if you locate a reputable 3rd party repair site that can do board level soldering. If you go this route your iPhone may lost a while but you really need to start doing nightly iCloud backups. If you go this rough you may forfeit all future support from Apple.
If the files on your iPhone are not that important and you want to do an out-of-warranty replacement of the device sign up for Twitter (if you don't already have an account) and request the service via Apple's site. Explain to them you have not working phone.
hey! just wanted to update, since you were so cynical about the situation. the phone is in perfect working condition other than some water damage to the screen. i have fully backed it up and it is 100% functional.

You should see a link called "Contact Support".
Your device has been destroyed by the water and can not be repaired.
All you can do is replace it.
You go to the Apple web page and order a new or refurbished one.
Ruined.
