All my messages are sending normally but to one person, they will not deliver. The person is able still to send me messages though. What’s wrong and how do I fix it?

Might that person have previously had an Apple device that (s)he no longer uses? If so, (s)he needs to deregister iMessage.
Deregister iMessage on your iPhone or online - Apple Support
