3D Touch Sensitivity option does not exist

That’s probably because the iPhone 11 series does not have 3D Touch.

You can not control the settings for a feature the device does not have.

There is noting you can do, unless the phone is broken; then you can replace it. You either touch it or you don’t. There’s Haptic touch, where you hold your finger on the screen for a second for additional features.

Then phone is not working correctly if it behaves the way you describe. Do you have a screen protector on the phone that might be interfering? On my phone I barely need to touch the screen to get it to respond. In fact sometimes it responds even before my finger makes contact. Fortunately, you have a 1 year warranty.

It’s likely that the screen protector absorbs some of the pressure. I’ve never had one on any of my phones. I just don’t drop them. Glass screen protectors don’t really prevent the phone’s screen from breaking if you drop the phone and it lands on a corner, anyway. They will protect against scratches if you carry the phone in a pocket with keys.
