Your 2011 MacBook cannot upgrade further because it does not meet the hardware requirements for the newer OS's Mojave and Catalina.
As Neil says these OS's need to have a 'Metal' capable graphics card.

No you cannot buy a 'Metal' capable graphics card for your mac.
If you only want to run Garageband then you are in luck
the minimum requirement for Garageband is a mac that runs High Sierra 10.13.6.
So get it now before Apple changes that.
Mojave and Catalina require a Metal-capable graphics card.

No. Your options are to use a different computer or get software which will run on High Sierra.
