I have this issue with my iPhone 11 Pro: when I press the sleeping button I hear the click very very low, even if the ringtone is at its highest level, keyboard click is fine.
Every once in a while, it is at the right level.
I tried to restart the iPhone, to lower and raise the ringtone level.

I see that you have a concern about the volume being low when pressing the button to lock your iPhone. I'd be happy to provide you with some information that can help.
You mentioned that the ringtone volume is at its highest. Ringtone volume wouldn't have an affect on the lock screen sound, but overall volume would. You can check that in your settings. The other thing that you might have enabled that could be causing this it happen, is the Attention Aware feature.

It seems it worked. I disabled and enabled both the options in the Attention Aware menu and for now I always hear the click when I press the lock button.
Anyway, if I lower the volume of ringtone, also the keyboard and lock clicks get low.
After 1 day the issue got back.
I tried to check and uncheck the Attention Aware opions but this time it didn't work, so I think last time it was just a fluke.
I rebooted the iPhone: the click was heard the first time, then never again.
