Apple Watch use

is there a way to download music and podcasts if you’ve not got cellular on the watch? Or do I need that to be able to listen to it?

Your Apple Watch can configure Wi-Fi networks on its own, and also connect to Wi-Fi networks you’ve set up or connected to using the paired iPhone.

It says I’m not connected to the internet when I go to my library. Is there something else I need to do?

Yes. It works when I have that next to my watch but not when I’m out without it.
