Shortcuts App - What is new screen appears every time I open the app

Thankfully, no. So long as you have Shortcuts turned on in your iCloud settings, they all are stored in the cloud.

If you tap "continue", next time you open the app you won't see it, unless the app has been updated.

Never experienced that problem. I was wondering if something could change if, after tapping continue, you make some activity with shortcuts (i.e. opening the gallery and tapping on some shortcut just to see how it works).
