How to navigate to /usr/local/bin folder when you click browse in another program and opens finder window?

Example:

Open Navicat, configure mongodump binary- click browse to set the binary path, and then try to get to /usr/local/bin/mongodump to select it.

Example 2:

Try to upload a file via the web browser, but the file is in /usr/local/bin. How do you get to a file like /usr/local/bin/something and select it when you click Browse File? Like here https://www.w3schools.com/tags/tryit.asp?filename=tryhtml5_input_type_file

https://discussions.apple.com/thread/5418731 suggest using Go > menu but in this case you are in Navicat or Safari or Chrome, you know?
