I have 50GB I've been paying for but only my kid is on my family plan, and yet she only sees the 5GB free storage and not the 50GB I have been paying for (just for her).

How do I share my 50GB on my icloud account with my family sharing plan participants?

iPad 2, iOS 9

You cannot. Family sharing of iCloud requires a minimum 200GB subscription -> Share an iCloud storage plan with your family - Apple Support

You as the organizer would have to update to at least a 200GB plan and then could invite family members to share that.
