hp device monitor hogging my CPU time

I have a 2017 iMac running 10.15.4. After the machine is on for a while, the cursor gets jumpy. Checking with Activity Monitor, I see that HP Device Monitor is hogging my CPU time. Connected to my iMac is an HP OfficeJet 3830. Help? How do I delete this HP Device Monitor?

iMac, OS X 10.11

There has never been a need to use the manufacturers apps. After uninstalling, please reset the printing system using the instructions in Reset Printing System once you have completed resetting the printing system please follow the instructions to install the printer in Adding a printer.

For scanning, you have Image Capture pre-installed on the computer. Use IC to do your scanning, however if the device is really old and IC does not work, get VueScan and they will help you out. You can find Vuescan at hamrick.com

Thank you very much for your info. I will certainly not install HP software again, but my problem lies with uninstalling it now. I have been through the applications folder and deleted all HP looking folders. I cannot find this HP Device Monitor anywhere. I've looked in applications, utilities, system, and other folders and I can't find it to delete it.

I appreciate any advice. Thanks again.
