My old Apple iPhone will not allow me to create a new Apple ID. It states that I have had too many Apple IDs on this phone and need to contact support. How do I deal with this to sign someone else new onto this old phone

Create a new ID (if necessary) and sign into iCloud using the same Apple ID on another Apple device/computer. You should then be able to sign in.
