An iPhone with iOS 13.X should definitely work with Apple Watch Series 5 GPS & Cellular using watchOS 6.X. I'm not sure that answers your question about what the "prepay" has to do with it.

To use cellular you have to be on a monthly contract,pay as you go won't work.Cellular contract is a monthly charge on top of your existing contract.
