Why is my visa gift card declined when added to payment method?

Probably because it has no actual billing address. You'll have to use a debit or credit card that is tied to an actual billing address.

Call iTunes Store support and ask them.
I have been able to add visa gift cards in the past but for some reason it will not accept it this time. Very odd to me.
