SMS Messages Not Received After Upgrade to Mojave

I bought a refurbished MacBook Pro

and used Migration Assistant to copy

from my 2009 MacBook Pro with El Capitan 10.11.6

onto my 2015 MacBook Pro with Mojave 10.14.6.

Most applications work fine on my new computer, but there's one that has me stumped:

Messages.app V12.0 on Mojave did not receive an SMS message that

Messages.app V9.2 on El Capitan did receive.

Mail.app Preferences on the two apps differ greatly in content, but everything that should be the same, is the same.

System Preferences -> Internet Accounts differ in that,

when I select my Google Account in the left pane,

Mojave does not show "Messages" in the right pane's list, while

El Capitan does show "Messages" in the right pane's list, and it's selected.

Any ideas for what to read or test to help figure this out?

Internet Accounts have been limited for security reason in the newer Mojave.

From Messages.app verify your preferences are set correctly.
