Okay...I think I may have figured this out (at least for me)
iPhone>Settings>Messages>Text Message Fowarding>Select Device
In my case, I recently purchased a new MBP (M2), and when I roaming around my iPhone to fix this problem, I noticed that the new MBP was not turned on. Once I turned it on, it was fixed. I hope this helps.

I just updated to Ventura the other day and was having the same issue. I also logged out of iCloud on my iPhone and my mac and logged back in. Same issue. But, when I checked the messages settings on my iPhone the Text Message Forwarding was flipped to off. Once I turned it back on to forward to my mac I received messages again.
Massive issues constantly since getting a new MacBook Pro to replace a Mac mini M1. Finally solved it by going to my iPhone and clicking on Messages in the Settings and turning on Share Name and Photo, and selecting my new MacBook Pro and deselecting the mini. Restarted and no issues since.
I was having the same issue after updating my 2017 12-inch MacBook to Ventura. I initially upgraded from Mojave to Ventura 13.4.1, but that was a disaster. So, I did a clean install (booted into recovery mode, reformatted the disc in APFS, and download/installed the most recent version of Ventura at that time: 13.4.1).
After speaking with Apple Support and going through all the steps outlined by others here (and then some) re: Messages syncing, I ended up reinstalling the OS (Ventura 13.5.1 this time) using recovery mode. In other words, I just overwrote the system files; it was not a clean install.
That did the trick for me...at least so far.
My message sync symptoms may/may not be the same as others here. All my devices have "Messages in iCloud" enabled. In my case, messages I received while the MacBook was powered off or while sleeping (lid up or down), didn't sync. I received them on iPhone and iPad (even if it was off or sleeping; and even days later). If I tried to manually sync messages on the Mac, the progress bar displayed "Downloading from iCloud" but they never did and that bar would remain for hours if I allowed it. So, the device wasn't connecting to iCloud after sleep or after powering down and rebooting. Sometimes, signing out of Messages, rebooting, and signing in again would trigger Messages update...but not always, and then it was back to its' old ways of not syncing.
It appears (for me at least) that Ventura (and likely Monterey and Big Sur) is prone to faulty installations or corrupt installs. I can understand how installing it over Mojave might cause issues given the vast difference in boot disc structure, but a clean install should not be an issue. Perhaps the complex volume layout is the problem.
Anyway, I hope this might help some of you.
So I have done all the steps outlined in here and on Apple Support in general. Nothing worked. I decided to see if FaceTime worked and if I could call through my iPhone. It didn't. When I checked the FaceTime settings on my iPhone, under YOU CAN BE REACHED BY FACETIME AT my telephone number was unchecked and when I checked it I was asked if I wanted to enable that number for iMessage and FacetTime. Once this was enabled it all works. Sms, iMessage, mms and FaceTime.
Thanks. I have a new MBP which wasn’t receiving messages. On my iPhone I went to Settings -> Messages -> Text Message Forwarding and saw that my new MBP wasn’t selected. Changed that.
Found a solution to this problem on my New Mac Laptop running Ventura.
Go to this Apple Help page and follow the instructions.
Forward SMS/MMS text messages from your iPhone to your Mac or iPad - Apple Support
This is needed on Ventura not on earlier OS's.

I have done all these "hidden" system checks, none of them work with Ventura 13.6.3. Currently the ONLY way to resync my devices is to restart my Mac. Then is pulls all the messages from the moment it went to sleep. Yes...that is the actual issue I am having. When my Mac sleeps or screen saver comes on, messages get out of sync. Restart the computer and it pulls up past messages and syncs. I have only had this issue once before on another OS system a few years back. And no, you do not need to have iCloud on in order to do this. I have had iCloud turned off my Mac for storage reasons and all my messages, FaceTime, emails, calendar etc., worked (in sync) just fine...until Ventura.
Hi, I'm aware I didn't start this post, however I would like to receive some help since I'm currently experiencing the same issue. Once "Messages" is open, during a conversation I see the 3 dots globe that let me know the other person is writing, at some point, I see those messages in my iPhone or apple Watch but in the Mac screen I still get the "writing" globe; I've already check mi internet connection and the login status in "settings", what sometimes help is to reset iCloud session.

Reliable , accurate, details /context will really help to pinpoint a possible solution.
From your description it appears the Continuity Feature between the iDevice and Computer has a small lag, time delay between them

All of my Apple devices are running the latest software. My issues began when I updated to Ventura. Since doing that, I can no longer send SMS messages. On a few occasions, a one line text may go through, but any longer than a few words, it shows not delivered. Photos taken with my iPhone, forget it. Photos from my iMac, forget it, nothing sends. I can find no settings for SMS text messaging. Ventura seems to have wiped out all of that. Not happy. I need this for work!
This is very frustrating. It seems that many of us have the same issue.
I have tried...
-Restarting my Mac (M2)
-Signed out and signed back into my iCloud
-Checked that iMessage is in the Login items
-Checked that my MBP is up-to-date Ventura 13.2.1
-Authorized my MBP again
-Went to iCloud via the internet and checked that my MBP was found on "Find My"
-Reset the VRAM
Is there anything else I need to do?
