Issue: “mail has no content”
This is not the easiest fix but the only one that worked for me (should work for either Monterey or Ventura):
After trying every suggestion, I finally (as a last resort) booted into recovery, erased my drive and reinstalled the OS (Monterey, 12.6.3). I then migrated my files, apps, etc. from my TM backup. This fixed the mail issue. I tested this for the last 7 days (150 emails) and the mail is rock solid. I’m guessing somewhere along the way after some OS security update the issue started.
NOTE: Before reinstalling the OS I tried updating to Ventura but the issue continued. I also tried just reinstalling the OS not touching the data volume but that did not work. I had to erase the drive and start over.
Someone here suggested a solution that worked for me. I erased my computer from booting into the safe mode. Installed Ventura (I had really wanted to reinstall Monterrey which I was currently running). Then restored from my Time Machine back up. I had a few upgrade issues with some apps that I use because I was now running Ventura. But my email problem went away. The only other issue I had was that the folders and files in my sidebar had to be deleted and then readded. Not too much of a headache. Took about 10 min.
All of those are spam. By default, Apple Mail does not load remote content to prevent trackers. But if your spam e-mails contain only remote content, there may be nothing to display.
Many have reported this issue. You should give Apple feedback on this issue:
I am noticing now that most of my newspaper emails - NY Times and Washington Post - now give you the option of "View Online" or "View in Browser" and this works. I still have the problem with a few others but at least these have come up with a workaround to Apple's Ventura snafu.
The message area will not display only on certain emails: Today it was emails from Sam's Club and American Express. Your response email from Apple Support Communities and another from Clutch were just fine.
I updated the OS and tried the settings suggested:
Open mail app select Mail>Settings>Privacy disable:

without success.
The messages affected are often alerts from my bank or credit card company so they are not spam. The problem first appeared with Ventura 13.0.1 and continues with 13.1.
This is serious to me. Is it to Apple?
Updated to Ventura 13.2.1: no change -- still doesn't work. I give up on Apple Mail.
Perhaps Apple will fix in a future OS release. For now there is not fix unless you use another mail app like MS Outlook which I use and it works fine.
One more hint: Sometimes now instead of the email body I get a link that says "View in Browser" that I have to click to see the body of the email. But I do not always get that. Other times the email body is completely blank. Here is an example:
No, they are not spam. I subscribe to the New York Times newsletter and the American Express email is a report I get when a new charge has been made to my account and that is a selection I have made. This problem has only begun very recently. These emails display correctly on my iPhone and iPad. Problem is in Ventura OS on Mac.
I just noticed that after I reinstalled the OS and all was working that all my mail rules were deleted. Not sure why that happened as I used my TM backup to restore all. So not sure if not having any rules was the solution or not but I find that very coincidental.
And the Mail message body displays just fine on my iPhone.
I am having exact problem since I loaded ventura13.1
Also emails are fine on both my iPad and my iPhone but not on my apple 2018 mini.
