Close all composing or replying windows—
Uncheck "Always insert attachments at the end of messages: Mail>Edit>Attachments>
I am having the same issues. After copying the ~V10/MailData/Signatures folder from the Mac Mini being replaced because Mail wouldn't save any new signatures; we had to go straight into the .mailSignature files [/Users/<myuser>/Library/Mail/V10/MailData/Signatures/] themselves to update using text edit to make any changes. Something is broken in new Ventura installs on our MacBook Pros.
Watch this video as it solves the issue. By locking the file, it did not overwrite it anymore

With any luck Apple will understand the issue, and a point up date that follows the new Ventura 13.0.1 will resolve your issue.
I've just experimented with creating a small image to attach to my signature, converting it to a PDF and tried sending some Test emails. Seems to work but not sure whether it would to all recipients. May just appear as saying there's a PDF file below my signature. Because of the uncertainty, I'm not going to use a PDF image and will continue to sweat on Apple getting its act together after so many months.

So did I. It is a really nasty bug – and I actually am using another (proper working) mail client now.
We have several Macbook Pro's running ventura and most are running smoothly with no problem with email signatures. We did the old way of adding true HTML signatures by accessing the Library / Mail / Signatures etc...to install them. This works fine on most computers, but it doesn't on 2 different users. Fresh installs of Ventura on M1 Macbook Pro's and something is buggy with Apple Mail. When you go into signatures and create one and then leave mail, it doesn't prompt you to save anything, it is missing something in this phase. The old way always prompted you to save and you would see the signature file created in the Libary / Mail folder. This time when it wouldn't work, I manually created the Signature Folder in the Mail folder and put a real signature in there, when I come to the app, the signature shows up, but when you edit the signature name etc...it doesn't save any changes. Any suggestions?
I have sent yet another bug report. Apple is not what it was, I'm afraid, from what I hear from many users. Surely this could be simply corrected using the previous OS relevant bit and transferring?
Well, after a lot of struggling, I managed to get it right with the video! Test run has proved all now functioning correctly. Clever but really should not be necessary. Apple is slipping in several ways and this was something so basic to correct.

Actually, having replied in the positive, I now find that the image I've added to my signature worked a few times and then stopped appearing so NOT ENTIRELY THE ANSWER, unfortunately.
