Why is my iPhone 11 unresponsive and not able to open any apps or go to the home screen because my screen is stuck on spotify?

iPhone 11 Pro Max contacts freeze or lag. I have to keep force reset
Is this problem fixable. Not being able to go to contacts and make a call defeats the purpose of having a phone
