Can't remember security Questions.

This document says “without proof of your identity via security questions and other carefully selected criteria, Apple Support can't help you reset a password or perform any other actions on your account.”

Apple ID - If you forgot the answers to your Apple ID security questions.      

If you know both, then how did your security questions come into play? I have heard of rare cases where one is forced to try to answer security questions even though they know both. If this is what happened to you, then I would consider that to be an extenuating circumstance. As mentioned, if you think you have such a circumstance, then you can contact Apple support using the links I posted.

Once you Reset these...

When you reset these password, write these down in handwriting on a hardcopy sheet of paper, and store it in a place that on you have access to, and only you are aware of. Do not share with information with anyone whomsoever.
