Need to get into my Apple account on a different phone

I need to get onto my iCloud account on a new phone but I don’t have my phone that had it on originally.

Why can’t you just sign into iCloud on the new iPhone with your AppleID? Or are you asking about restoring from iCloud backup when setting up that new phone? If there isn’t a backup of the old phone already in iCloud, You cannot restore that non-existent backup to the new iPhone.
