The App Store Updates page only informs you of updates available for the OS you are currently running.
As you are running an older system then you are probably up to date on that system.

No. Unless you provide the specific year. 2015+ Computers can run Catalina. The best option with 2014-2013 is Mojave, 2012-2011 High Sierra and 2010-2009 is El Capitan. 2011 and 2012 can also run Sierra, and anything newer can also run Sierra.
