Parental Controls will not save changes - High Sierra

The title says it all.

My child is using a 13" - 'late 2011' MBP.

I have parental settings on it.

I am an administrator on another account on the same MBP.

I go into parental settings on the account.

I unlock the lock...(authenticate)

I have setup to only allow selected apps.

I select apps. (There is no save button).

I lock the lock.

I exit system pref

I restart system pref, go into accounts, unlock the lock

check the setting and the apps that I chose to allow are no longer checked.

I've done this several times.

I've rebooted.

Is there a way to successfully make the changes I need? Command line ? anything?

To find out if it's system wide or user specific, try this...

Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.

Does it work in the new account?
