I bought a iPad and its locked with the apple ID. I can't get a hold of the seller . Is there any way I could unlock it

Only if you can get the seller or original owner. They are the only ones that can remove the Activation Lock. No one here, nor Apple can help. If you purchased it from somewhere like eBay, you can start a claim for a refund.
