First uninstall all AVG software and files according to the developer's instructions. 3rd party anti virus software only compromises system and application performance. Since there are no known viruses for Macs that software is only a drag on the system. There's no reason to ever run any "cleaning", "optimizing", "speed-up" or anti-virus apps on your Mac.

Then boot into Safe Mode (How to use safe mode on your Mac - Apple Support) by booting with the Shift key held down and check there to see if the problem persists.  Reboot normally and test again.

NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.

The fact it affects both Safari and Mail, and a reinstall does not help, suggests some external factor is at play.

It doesn't make sense a reinstall does not solve it, yet a hard reset does?

First off, a reinstall includes a hard reset. Unless you are not wiping the hard drive during the reinstall, in which case, you aren't alleviating any software issues on the computer.

A hard reset implies that you shut down the power without going through the Apple menu to shut down the computer.

What this does is it ends the low powered mode of the Mac, and brings it back to normal power. A Mac going into sleep will effectively put network ports and and USB ports in a low powered mode. Now a hard reset is NOT typically recommended. You can go to Apple menu and hit restart to have the same effect, and it is safe on the system's directory. The directory manages where the computer locates files. If you directory is damaged, a wipe and install will repair the directory, but that's not the only thing that will.

So the question is, is it a network issue, which is causing the crash, or is it a hardware issue relating to energy saver, or is it a user issue? One thing you might want to do is run Etrecheck:

https://discussions.apple.com/docs/DOC-250002463

and use the directions to copy/paste the results here.

It is a great tool to isolate any potential software issues.

Looking over your question again, this is the English translation:

my macbook pro 15 inch 2019 regularly crashes on mail program, the mail will only show the sender of the mail if you open it and not the content. Safari no longer runs and the Mac cannot be turned off anymore via the icon.

only a hard reset works.

Reinstalling macOS has not helped

what could it be?

Pardon my rough Dutch, vertaald door Google Translate.

Dit klinkt als een netwerkprobleem dat zowel Safari als de mailserver met elkaar verbindt.
