That depends on where you are in the world and as such what Apple Store you would be using.
Yes Apple offers trade ins for devices like the iPad which gets you some value for it you can use in the purchase of a new item but The Trade-In option is not available in all countries.
If you are in the U.S, see here to get an estimated value for your device: https://www.apple.com/shop/trade-in
Otherwise tell us where you are, or at least where you plan to buy the new iPad from and we can try to find a link for Apple's trade in for your location.
Yes. You can use the Apple trade in program. Depending on what you have and it’s condition and what you would like to buy the difference will vary. Here is the trade in program:

That iPad model number corresponds to a nearly 8-year old, 2012 iPad 4th generation.
I doubt you will get any trade-in money for that old an iPad.
These 8 and 9-year old iPads will be becoming obsolete by the end of 2020 as third party app developers are permanently removing all of their older, iOS 10 and earlier iOS comaptible versions of their apps from Apple's iOS App Store servers.
Apple stopped supporting the iPad 4th generation nearly 3-years, ago!
Sorry, but it is what it is in the year 2020.
Sorry.
