I have tried to reset my old phone but it keeps telling me that my Passcode is incorrect. I have tried EVERYTHING. I have reset it and still tells me it's wrong. I have turn the phone on and off plenty of times, and still nothing. I'm currently on 31 Failed attempts and have no idea what I am doing wrong.

You need the Apple ID and passcode (BOTH) that were used to enable Activation Lock. From what you describe it sounds like the Apple ID that you are using is not the one that was used to enable Find my iPhone and its associated Activation Lock.
This is where I am having the issue. It asks for my passcode, which I enter and then it tells me it's incorrect! then It asks for my restrictions passcode, which I then enter and then it says it's incorrect. and tells me to wait another 60 minutes to try again!

I was able to disable "Find my iPhone" So I'm not sure.
