Wifi is disabled after update software version 12.4.6

I use iPhone 6. After I complete the software update version 12.4.6. Now I cannot connect to wifi. It has disabled the toggle button.

I think this is a bug from the software.

Show me how to fix it now

settings>general>reset>reset network settings.
