New Catalina install - TimeMachine fresh start?

I've just upgraded my 5K 2019 iMac to Catalina OS. There are many legacy files on this computer that I will be deleting in a major cleanup (since I've retired and will not be working part-time).

During the update process TimeMachine is off and is still off. When is the time to start with a fresh TimeMachine backup? If all the important files I need are on the upgraded iMac, can I just wipe the external 4TB drive and start over with a new TM session?

Thanks for your thoughts on my transition/approach.

You need to start a new backup. You can do that with your current backup drive if you have sufficient space. Just don't try to continue backing up to the same Time Machine archive. Treat the Catalina backup as a new backup.
